Sunt cetățean european și nu am instituții ¹⁰

Inspirat de Lili Crăciun, am zis să scriu și eu pentru concursul Blogger European (regulament aici).

Cetățenia europeană este văzută cel mai adesea ca o colecție de drepturi. Așa sugerează acest concurs: „Datorită cetățeniei UE […] toți resortisanții celor 27 de state membre ale UE beneficiază, în calitate de cetățeni ai UE, de un set de drepturi suplimentare.”

Mult mai rar vedem cetățenia europeană ca un set de instituții la care cetățeanul poate apela direct. Prin ceea ce eu văd ca fiind o aplicare imperfectă a principiului subsidiarității, drepturile cetățeanului european sunt apărate de state naționale. Vedem asta chiar și în comunicarea publică. Termenul „resortisant”, ce care a trebuit să îl caut în dicționar, pare să aibă o conotație diplomatică. Roman Kupchinsky

Ileana Racheru has interviewed the regretted Ukrainian political analyst Roman Kupchinsky. Roman Kupchinsky was the editor of the Ukrainian language publishing house and research company Prolog Research Corp. Between 1990 and 2002 he was Director of the Ukrainian service of Radio Free Europe / Radio Liberty and senior analyst for the same institution between 2002 and 2008. Mr. Kupchinsky died of cancer this year on January 19, aged 66. This interview may be the last he ever gave.

The interview has also been published in Romanian in 22 Magazine and in English on Politică Externă blog.

The Liberal Internationalist agenda (II) ^Răspunde

In its basic sense the doctrine of integration argues for a global consensus or a global compact that will define the threats and the challenges of the new era and, very important, will define new rules for the management of the international system.

First the new rules regulating the post 9/11 international system should be developed around new core concepts-conditional sovereignty, responsibility to protect, responsibility to prevent, that should become the pillars of a new doctrine of international community responsibility (along the directions developed in the so-called Blair Doctrine articulated in the 22nd April 1999 speech).
