How can you describe the present state of the transatlantic partnership? In early 2003, the notion used was the drift. Now, after president Bush’s second term it seems that we have a revived transatlantic alliance capable of projecting its power far beyond Europe and assuming global missions. On both sides of the Atlantic we have political elites with an advanced euro-Atlantic mindset. In this context, can NATO became once again a tool of first choice, a natural first choice since the alliance is the only interface between the euro-Atlantic societies and the threats of the XXI century? Or coalitions of the willing of NATO members (but not using NATO as a whole) would be a more realistically scenario because we are living in an article 4 world of discretionary commitments (Richard Haas)?

Three months a go I have published on this blog an analysis of the experts’ report concerning the future NATO strategic concept to be adopted in Lisbon, in late 2010. That analysis dealt mainly with general comments and observations concerning the threat environment, NATO’s core tasks and partnerships. The second installment of the analysis of the experts’ report on the future NATO’s strategic concept will deal with political and organizational issues.
NATO has released last week a report containing the outline of the future NATO Strategic Concept that will be adopted at the Alliance summit this year in Lisbon. Although this is not even a draft of the new Strategic Concept, it is a blue print that offers a glimpse of NATO’s strategic thinking. Following its publication consultations and heated negotiations between member states will follow in order to draft the NATO’s new Strategic Concept. This article is first in a series dedicated to analyzing the outline of the Alliance’s future strategy. In this part I will summarize and analyze the chapters dedicated to the threat environment, core tasks of NATO and partnerships.
A group of Central and Eastern European intellectuals and former chiefs of state have published on July 16 an open letter to the President of the United States of America, voicing their concerns regarding the current state of relations between the countries of this region and the United States. The letter comes after the US-Russia summit and is signed by Vaclav Havel, Lech Walesa, Emil Constantinescu, Valdas Adamkus, Martin Butora, Matyas Eorsi, Alexandr Vondra and other important figures who have played a part in the recent history of Central and Eastern Europe. In the letter they emphasize the role played by the United States in Central Europe’s (CEE) transition from authoritarianism to democracy, remind Washington of the contribution made by the countries of this region to the American war effort in Iraq and Afghanistan, while deploring the fact that the CEE is no longer a priority for US foreign policy. The letter criticizes the new “realist” foreign policy of the Obama Administration concerning Europe and Russia, with the shadow of Yalta looming large in the minds of the signatories.
This article is the first in a series of articles that I will publish on this blog dealing with Romania’s foreign policy. In this article I will outline the major international issues Romania’s foreign policy has to deal with in the international system. I will provide a brief description of these major issues and I will comment them according to their relevance. The other articles in the series will deal with the new draft ten year foreign policy strategy which has just been published by the Romanian Ministry of Foreign Affairs and with the cohesiveness and coherence of Romania’s foreign policy – with a major emphasis on the relations between the branches of the executive and internal political conflicts. The issues are divided according to their importance, relevance and urgency.
Yesterday May 2, 2007, the Romanian Parliament adopted with a comfortable majority a resolution allowing for the stationing of US troops in the country. U.S. forces will use “Mihail Kogalniceanu” air base as well as several Romanian training ranges such as: Babadag, Smardan and Cincu. These troop redeployments are a part of the new basing strategy by the Pentagon which will put U.S. forces near to the theatres of operations of Afghanistan and Iraq, and will allow for far more flexible deployments for American troops around the world. The importance of these bases for U.S operations in the Middle East and Afghanistan is revealed by the forward operating bases status given to them by the Pentagon.
